
[The link to the Wall Street Journal will expire, so here is a summary: The CIA began to develop a plan after 9-11 to kill the leaders of al-Qaida. The plan never got very far along, and the Congress was never briefed, because the plan never got very far along. Meanwhile, years pass and regime change happens, and the new regime is having a hard time living up to... well living up to pretty much anything vis a vis pre-election expectations. So now is as good a time as any to cook up a little hysteria against the old regime. And then there's the matter of a ranking Congressthing who got caught making baseless accusations against the Agency. So she likely took the new DCI aside and said "Find me something they didn't tell me about, and do it NOW!!!" and he obliged. Funny how they are *not* upset by the failure to actually kill the people in question.
